		<description>I do not have information about state laws but I am pretty sure that they are legal to grow for ornamental purposes in every state.  Otherwise seed catalogs would have a notice that they can&#039;t be shipped to this, that, or the other state. I have seen a lot of catalogs and never saw any such shipping restriction.

   Here is an example of an online catalog that specializes in different poppy species and cultivars including Papaver somniferum:

   I suppose you could call them and ask. If anyone would know with certainty it would be a retailer who specializes in them. They would not be risking violating any laws by shipping an illegal product.

   I do know that it is a Federal offense, and a serious one to grow them for other than ornamental gardening.
