You've listed the main ones Hon---keeping the garden weed-free, and ensuring it's hydrated. Weeds must be eliminated to make sure your desirable plants are not competing for nutrients, and not deprived of sun by weeds that may grow taller than them. Of course, watering is pretty self-explanatory :)
You'll probably want to till your garden before you plant as well.
You'll also need to keep an eye out for insect pests (tomato hornworms, potato bugs, squash beetles, etc.---depending on what you grow) and treat them appropriately. Fungus-prone crops may need a shot of fungicide occassionally.
Fertilizing before you plant isn't a bad idea either. The tasks may sound daunting, but it's all worth it in the end :)
